  • This is an opportunity to support the Army’s biometric collection mission to collect, match and compare fingerprints, iris images, and facial photos to establish identity superiority and maintain identity dominance in all areas of military operations. As a key member of the biometric team, you will work closely with the PM and the government stakeholders to ensure 100% availability of all biometric data. The successful candidate will lead our Data Center activities and oversee the integration, maintenance, and monitoring of all hardware and software of the Biometric System of Systems capability in a cloud environment, ensure constant availability of all technical resources, and provide technical direction to IT support staff.  It’s a high-level role of eliciting/divining/negotiating/arbitrating/influencing stakeholder requirements/concerns, and developing the architecture and roadmap of biometric systems in the cloud.
  • With a strong IT baseline, the ideal candidate will gain detailed knowledge on biometric software and hardware and be in a strategic position to assist our warfighters in ensuring all systems are 100% ready to successfully conduct biometric missions.


Serve as the team’s subject matter expert on cloud technologies and serve as the lead for the programs Data Center. In this role, the ideal candidate will oversee the day-to-day functions of the programs’ data center team and serve as the point of contact between the organization and the IT staff. This team will be comprised of IT professionals responsible for the software development and sustainment of the family of biometric products and the throughput of biometric data across various Unclassified and Classified networks along with operating the program’s Help Desk. 

As the team’s Data Center lead the candidate will:

  • Oversee a Data Center consisting of Flex POD conversed infrastructure and a virtualized environment managed by various VMware software components such as ESXi hypervisor, vSphere, and vCenter
  • Oversee a team of IT personnel and developers using agile best practices and scrum principles charged with providing various product support to the following biometric systems
    • Biometrics Automated Toolset-Army (BAT-A)
    • Near Real Time Identity Operations (NRTIO)
    • Facial Recognition Binocular System (FRBS)
    • Voice Identity Biometric Exploitation Services (VIBES)
  • Drive continuous improvement and optimization of a cloud platform responsible for running highly complex mission-critical software applications.
  • Collaborate with the PM, external stakeholders, leadership, engineering, and product management teams to ensure engineering execution meets business needs and is delivered in a consistent and predictable manner
  • Automate aspects of the NRTIO cloud infrastructure, such as releasing and monitoring
  • Manage key performance indicators (KPIs) that provide in-depth visibility into system health
  • Partner with Security team to implement monitoring and compliance with appropriate security standards
  • Assist the team PM and Government stakeholders in the selection of appropriate cloud technology investments to ensure the BC2 technology remains in the early adopter phase of the technology adoption curve
  • Work with the team's PM to ensure cloud technical strategies, architecture guidelines, and standards are realized
  • Plan and lead technology evaluation for various critical areas working closely with cross-functional teams
  • Manage and sustain the stability, availability, and performance of this cloud system
  • Monitor performance of information technology systems to determine cost and productivity levels, and to make recommendations for improving the IT infrastructure
  • Help define IT infrastructure strategy, architecture, and processes
  • Oversee the technological infrastructure (networks and computer systems) on the contract to ensure optimal performance including the health, updates, remediations, upgrades, and oversight
  • Oversee the activities of the programs Tier 1,2,3 help desk to include the management of the team's issue and management tool Jira.
  • This position involves leading systems engineering activities that support integrating and delivering new systems supporting standalone, remote, and cloud technologies
  • Participate in analysis, fielding, and sustainment of all Biometrics systems ranging from standalone systems to cloud-based services
  • Lead the migration of traditional applications and services to cloud-based services
  • Provides technical leadership in the integration and test of networks and cloud solutions.
  • Provide identification/resolution of problems within existing systems, enhancement of existing systems, and design/implementation of new cloud systems.
  • Collaborate with QA, Development, DevOps, Security, and Architecture teams to ensure proper, defined performance specifications are maintained.
  • Provide data analysis, reporting, and support for the suite of biometric products
  • Must possess excellent verbal and written communication skills, be customer- and detail-oriented, and possess good decision-making abilities. 
  • Supervises maintenance of systems.


  • Education: Bachelor’s degree in Computer Science, Information Systems, Engineering, or related technical discipline. Note: 10 years of direct relevant technical experience may be substituted for education
  • 10+ years of experience in:
    • Managing an IT staff of developers, network engineers, software engineers, test engineers, Help desk staff, cyber security engineer, etc.
    • Oversee the engineering, installing, configuring, managing enterprise-level servers (VMWare, Domain Controllers, Print/File servers, Proxy, etc.)
  • 5+ years' experience in:
  • Experience with Flex POD conversed infrastructure and a virtualized environment in addition to VMware software components such as ESXi hypervisor, vSphere, and vCenter
    • Information Technology (IT) focused on the implementation and operations of various cloud technologies to include Amazon Web Services (AWS), MS Azure, milCloud, other cloud technologies, etc. (AWS preferred)
  • Functional understanding of the various formats in which biometrics are stored and shared (EBTS, EFTS, IDML)
  • Experience with Jira
  • General knowledge in data center infrastructure, data center networking concepts and technologies, storage networking, unified computing, network virtualization, data center automation and orchestration, and Cisco Application Centric Infrastructure, as well as NRTIO-specific environment and virtualization tools:
    • Cisco Unified Computing System (UCS) / UCS Manager, VMware vCenter/vSphere, ESXi Hypervisor, vMotion, High Availability and Fault Tolerance.   • Knowledge of Ubuntu Linux and system network communication protocols (HTTP, TLS, gRPC, JSON, protobuf, and surrounding technologies).
  • Experience with installation, configuration, monitoring, and maintenance of physical, virtualized, and containerized IT systems. Should encompass OS, TCP/IP networking, system security/access control, etc. via ansible, secure shell, iptables, host-based firewalls, and similar tools.
  • Associate or Professional Level Cloud certification in Azure, GCP, or AWS.
  • Familiarity with any or all of the following, preferably in a biometric system context: Object-oriented development practices and processes, distributed computing technologies, web services, SOA, networking technologies, requirements management tools, scripting, automated test tools, modeling and simulation, and/or security certification and accreditation processes

  • Knowledge in Linux, Linux shells & scripting languages, Microsoft Windows/Office, JIRA, Confluence, SharePoint, AWS, Azure, Open stack, CGP, VNC, and other similar products.
