  • In the role as the MFSE- Satellite Communications (SATCOM) Engineer, you will be working closely with our Multifunctional Field Service Engineer (MFSE) to provide SATCOM Engineering expertise to the team’s MFSEs covering the use, sustainment, and operation of the Maverick Medium Very Small Aperture Terminal (VSAT) manufactured by Nic4. The VSAT provides the communications backbone necessary to support the Biometrics Collection Capability (BC2) Family of Systems. The BC2 FoS comprises biometric collection devices supporting fingerprint, face, palmprint, and demographic collection. The Maverick VSAT provides the communication network required to send/receive the biometric collections to authoritative biometric databases.

  • This is an opportunity to support the Army’s BC2 Program and the PM DoD Biometrics program (  As a key member of the biometric team, you will be responsible for the satellite communication equipment of the BC2 system and work closely with the warfighter to ensure 100% availability of all biometric data. The successful candidate will oversee the integration, maintenance, and monitoring of all satellite hardware and software of the Biometric System of Systems capability, ensure constant availability of all technical resources, and provide technical direction and training to military members, contractors, and installation IT support staff. It’s a high-level role of eliciting/divining/negotiating/arbitrating/influencing stakeholder requirements/concerns and developing the satellite communication backbone of all BC2 systems.
  • With a strong satellite communication baseline, the ideal candidate will support the communication infrastructure of the BC2 systems that requires a satellite backbone for communications. Your expertise in satellite communication will ensure all BC2 systems are 100% ready to successfully conduct biometric missions.


  • Provide equipment, support, and expertise to maintain and sustain VSAT communication platforms to include
    • Maverick Medium VSAT
    • Remote Satellite Kit (RSK-100) with a 1.2-meter antenna
    • Small Satellite Kit (SSK) that uses the Broadband Global Access Network (BGAN)
    • Manpack Satellite Kit (MSK-85) with a .85M antenna
    • MCD-4800 (Football) Auto pointing BGAN SATCOM terminal
  • This position involves providing the satellite communication of 2 and maybe 3 of the Army’s Biometric Collection Capability (BC2) systems:
    • Near Real Time Identity Operations (NRTIO)
    • Voice Identity Biometric Exploitation Services (VIBES)
    • Next Generation Biometric Collection Capability (NXGBCC) (if it is fielded)
  • Support the definition of the transport Architecture. It includes Ku-Band Fixed Satellite Service (FSS) Commercial Satellite, which employs 5 MHz of E21B Ku-band to support 4 Mbps throughput, and 10 Mbps dedicated access to the Software Defined Data Center located on Naval Support Activity Bahrain
  • Ensure users/units can upload/download to the Regional Forward Server (RFS)
  • Provide Level III help desk support for satellite related issues
  • Provide training documentation and Program of Instruction (POIs) for training curriculum
  • Work with Satellite vendors to provide additional help desk support
  • Coordinate with the team logistician to support shipping and receiving of satellites as needed
  • Assist in the training of fellow teammates/MFSE in the employment, use, and level I O&M of all satellite communications
  • Work closely with our team’s satellite MFSE in Kuwait to ensure all satellites in use are operationally ready
  • Provide mission analysis on the required level of data, bandwidth, and throughput necessary to support system response time requirement
  • Maintain a satellite network architecture diagram encompassing all communication platforms and servers depicting the data flow of all BC2 systems
  • Assist in coordination with third party vendors to provide end-to-end communication services ensuring adequate bandwidth and throughput across all communication platforms
  • Prepares data and documentation when applicable
  • Serve as the team’s Subject Matter Expert (SME) on all satellite communications
  • Experience with biometrics, DoD policies, and enterprise telecommunications is a plus
  • Collaborate with QA, Development, DevSecOps, Security, and Architecture teams to ensure proper satellite specifications are maintained
  • Provide data analysis, reporting, and support in the use of satellite communications for complex biometrics projects
  • Ensure long-term satellite requirements of systems operations and administration are included in the overall information systems planning of the organization
  • Must possess excellent verbal and written communication skills, be customer- and detail-oriented, and possess good decision-making abilities
  • Resolve approved System software problems or changes for satellite systems
  • Work with the Satellite MFSE in Kuwait to ensure Satellite systems are upgraded as required to meet applicable information Assurance findings
  • Deliver maintenance releases to fix approved problems and implement approved system changes as required for satellite systems
  • Engage with a diverse team providing technical satellite and functional expertise including both government and contractor personnel


  • Education: Bachelor’s degree in Computer Science, Information Systems, Engineering, or related technical discipline. Note: 10 years of direct relevant technical experience may be substituted for education
  • Preparing, installing, maintaining, and supporting VSAT equipment and services
  • Activating and preparing all communications equipment and any additional ancillary technology
  • Knowledge of iDirect, satellite antenna (C, KU, and KA-band)
  • Installing satellite modems, VoIP Phones, POE Ethernet switches, GPS systems, and all related wiring and support structures
  • Working with partners, customers, and vendors to ensure effective and efficient installation and support
  • Experience in IP network and computer systems
  • Ability to install, commission, activate troubleshoot and repair all required equipment including but not limited to: VSAT, modems, RF equipment, GPS systems, stabilized antennas, routers, and switches, and VOIP equipment
  • Experience with Microsoft Visio
  • Excellent communication skills, both verbal and written
  • Must be a quick learner, self-starter and be able to take initiative with limited supervision
  • Travel to customer locations in and around Kuwait with a 50% likelihood of travel throughout the CENTCOM Area of Responsibility (AOR)
  • Valid US Passport
  • Experience in computer networking
  • Must have the physical ability to lift 75lbs. and climb structures

Job Qualifications

  • Prior experience supporting satellite hardware used by biometric systems
  • Insight and knowledge of biometric systems and how they function to send/receive data
  • Associate degree in electronics/engineering/telecom or data networks or relevant experience
